Notably, the North East Independent School District (NEISD) in San Antonio, Texas, is the only district from that state included in the list.According to the federal Department of Education, the aim of the investigation is to determine whether the respective school districts are complying with Title IX and other federal civil rights laws regarding student safety.
The department states that if Student Safety in Schools administrations conceal complaints of sexual harassment, fail to report them correctly, or neglect to take action against offending employees, it could be considered a violation of students’ rights.The OCR’s recent initiative aims not only to identify offenders but also to enhance accountability within the school system.
The department notes that accused teachers or staff members often secure employment in a different district after leaving oneโa practice known in the US as “Passing the Trash.” To curb this issue, the federal government has issued new guidelines requiring schools to conduct thorough background checks before hiring to prevent the re-employment of staff with questionable records.
The administration of North East ISD has stated that it will fully cooperate with the federal investigation. A statement issued by the district emphasized that student safety has always been a top priority and that all information requested by the investigating agency would be provided.
At this stage, the investigation does not imply that the district has been found guilty; a determination regarding any rule violations will be made only after the investigation concludes.
According to the US Department of Education, data submitted by certain districts as part of the 2023โ24 Civil Rights Data Collection (CRDC) appeared so questionable that the OCR deemed it necessary to launch a formal investigation.
If the investigation proves that the Kavanaugh district knowingly provided false information or ignored student safety rules, it could lead to legal action, remedial orders, and even impact on federal funding.Experts believe that mere strict laws are not enough to create a safe environment in schools.
